There's nothing this guy can do that an Empire Wizard on a Pegasus or a unit of Greatswords won't do better.
Witch hunters do good damage and can easily get 50-80 kills per battle if positioned properly, if not more. Wizards are well worth their army slot since they can help rack up kills or make your units tankier or both. They don't have the stats to fight high-tier infantry (which is what most melee heroes are generally good at) and they will take a beating by Chosen (even non GW version). Most Empire heroes are pretty useful on the battlefield in campaign.
